This paper examines Western donors’ recent shift towards community development interventions in the former Soviet republics of Central Asia. In particular, it looks at the way in which donors have used traditional aspects of Central Asian society, such as ashar and the authority vested in aksakals to help facilitate their programming. The author argues that while American funded programmes in the early to mid 1990s were concerned with ‘civil society strengthening’ and democracy promotion, there is little overlap between this agenda and the newer poverty reduction focus that is being rolled out through community development projects. The potential for community based groups to become vehicles for local level advocacy as well as service delivery has not been explored. This is particularly apparent in the way in which donors have failed to give adequate analysis to power structures in rural areas that impact upon the potential for real participation by targeted communities. The paper draws on fieldwork carried out in South Kyrgyzstan in June 2003.
