In this section we discuss its meaning, give some motivation and evidence for it and discuss some special cases like torsionfree groups and R= Z when the statement becomes much simpler. We also explain why it implies the Borel Conjecture 1.10. Its connection to the Novikov Conjecture 1.2 will be explained in Section 23.1.
