Substance abuse is a persistent plague that stubbornly refuses to disappear. Virtually every society throughout his-tory has been forced to recognize this painful reality. In the United States the pain became acute during the past decade as we again struggled with a substance abuse pandemic. The President of the United States joined the battle and went so far as to label the drug problem‘‘public enemy number 1.” Nevertheless, people continued to abuse chemical substances. Furthermore, historical trends suggest that they always will.
