to the government’s vaccination programme during this period, and how ‘citizens’ were seen to have a duty to present themselves for treatment, the main targets of the vaccination programmes he describes were not adult citizens but children, who were arguably, at best, seen as citizens-in-waiting. While Millward’s monograph is an accessible and important addition to contemporary British history and to histories of state healthcare, the reader should keep in mind that those who ‘demanded’ vaccines were not always those who were given them.
