On the afternoon of August 24, 1946, a plane carrying the ten-member “United States Education Mission to Germany” landed in the war-torn city of Berlin. The education mission was chaired by George Zook, president of the American Council on Education, and consisted of such prominent educators as theologian Reinhold Niebuhr; Bess Goodykoontz, an official in the U.S. Office of Education; and Henry H. Hill, president of the George Peabody College for Teachers. The education mission had been invited by the State Department to “observe and evaluate” the U.S. Military Government’s program for reconstructing educational institutions in a defeated Germany. Education mission members spent almost four weeks visiting elementary, secondary and vocational schools, and universities in the American zone of occupation. They interviewed U.S. military officials as well as German teachers, students, and professors; toured the burned-out remains of Germany’s school buildings; and produced a 50-page report on the challenges and dilemmas the U.S. Military Government confronted in rebuilding Germany’s educational system in the postwar era.1
