The industrial cities of the nineteenth century established themselves on the foundation of a new wealth and in doing so they created a new culture. Whereas traditionally the English power structure had reflected the hierarchies of establishment, the manufacturers and business magnates whose energies were released by the Industrial Revolution could claim to have achieved their status through their own initiative. Their economic power was acknowledged as a political reality by the Reform Act of 1832, but the significance of self-achieved wealth as the measure of individual achievement, with the concomitant emphasis on a primarily economic construction of social relationships, involved changes not only in political arrangements but in ways of seeing the world.
