The undiscovered resource, solid waste, has continued to increase each year even though energy and materials shortages and the problem of solid waste disposal increasingly plague industrial society. Legislation to stimulate the recycling of materials could address these problems and avoid a raw materials crisis if it also contains a favorable cost-benefit ratio. A trend toward compulsory recycling can be seen in the movement for a deposit system on beverage containers and a system of standardized returnables. Industrial solid wastes, such as waste oil, could be treated as recoverable materials rather than pollutants. Several countries are cited for the progress they are making in the management of municipal wastes. A trend toward nationally integrated programs can be seen as governments indicate an awareness of their own purchasing and disposal procedures, begin laying the groundwork for legislation to set goals and coordinate recycling efforts, and legislate financial and regulatory framework for solid-waste management. 39 references.
