This conference paper, from the 2002 meeting of the Institution of Professional Engineers New Zealand (IPENZ) Transportation Group, reports on a study of uncertainty in traffic flow estimation. The authors investigated the feasibility and accuracy of the moving-observer method for rural roads in New Zealand, many of which have low flow rates. The moving observer method involves an observer in a moving vehicle counting the number of oncoming vehicles passed in a specified length of road. If the average speed of the moving vehicle, length of road, and trip time are known, then the flow rate can be calculated. The authors conclude that in order to achieve an acceptable level of accuracy for low flow rural roads, the moving-observer method requires too many trips to be practical. The method is better suited to a high volume urban road, although there are some considerations as to accuracy in that setting as well.
