Public Secondary School and its Management Organization between the Wars in Japan :

本研究试图分析两次世界大战期间北海道公立中学制度的建立过程，其结果如下：(1)市政府尝试开办女子职业高中。由于可以将这些学校附加到小学，他们能够在不增加新的财政负担的情况下提供中学教育。(2)如果他们能够建造独立的校舍，他们将学校的组织和课程改为普通(学术)女子高中的组织和课程。(3)最后，他们将(普通)女子高中捐赠给北海道县政府。(4)在创办中学(男生)的问题上，他们也采用了同样的方法。总之，他们欠下的财政负担不仅是为了获得上中学的机会，而且是为了在他们所在的社区上州中学。

This research tried to analyze the establishment processes of public secondary school system in Hokkaido between the wars.Results were as follows(1)Firstly, municipality tried to set up girl's vocational high schools. Because it was possible to attach these schools to elementary schools, they were able to supply secondary education without new financial burden.(2)If they could construct independent schoolhouse, they changed the organization and curriculum of the schools into these of regular (academic) girl's high schools.(3)Finally they contributed the (regular) girl's high school to Hokkaido prefecture government. After all they got prefectural secondary school by municipal finance.(4)In the case of the establishment of middle school (for boys), they used the same method.In a word, they owed fiscal burden not only to obtain the chance to attend secondary education but also to get the prefectural secondary school in their community.
