Constructing the system for Community Welfare by a participation and collaboration : significance and the way

本文的目的是考察地方政府、政府、非营利服务提供者和居民之间的角色关系，重点关注社区福利计划的制定和实施过程。我们选择了5个典型城市（高滨、中野、宫崎州、水俣和松山）。研究结果如下。首先，部分居民被任命为委员会委员，并在委员会会议上讨论社区福利计划。第二，计划期望居民在社区福利中发挥积极作用。事实上，居民对社区的兴趣是自发的。第三，居民是传统的群体，也是新的功能群体。传统团体的问题是如何与新的功能团体合作。他们必须学习未来公民的角色。

The purpose of this paper is to examine the role between local government, government, nonprofit service providers and residents, focusing on process of making a plan for community welfare and doing the plan. We selected five typical cities (Takahama, Chino, Miyakonojou, Minamata, and Matuyama).The findings are as follows.First, some residents ware appointed members of the committeemen and discussed about a plan for community welfare in a committee meeting.Second, the plan expect residents taking active roles in community welfare. As a matter of fact, residents are taking interest in community based voluntaryThird, residents are traditional groups and new functional groups. The problem of traditional groups is to cooperate with new functional groups. They have to study the role of citizen in the future.
