CROSS-CULTURAL COMPARISION OF THE RELATION BETWEEN ORGANIZATIONAL DESIGN AND INFORMATION SYSTEM DESIGN

本研究的重点是文化敏感的信息系统设计，本研究计划的目标是发展一个理论来解释文化和信息系统的采用和使用之间的关系，以及一套实用的程序，供系统设计者使用，以便通过对使用这些系统的文化背景更加敏感，来产生更有效率和更有效的系统。为了建立作为一种基本范式，在日本和美国进行了几次调查，也就是说，基于SC心理结构模式的价值模式的两次调查，NIKKEI和WALL STREET JOURNAL的内容分析。美国奇科的三家公司本研究以日本濑户濑户的三家公司为研究对象，透过问卷调查与访谈，得出以下结论：（1）每一个组织都有其独特的差异。我们不能跨文化地转移系统。(2)因此，传统的系统设计范式应该改变。(3)文化敏感的系统设计是非常重要的，特别是在跨文化的工作环境中，文化敏感的系统设计的基本概念是以下五点：（1）从用户的角度出发的系统设计。(2)从“目的拓展”入手进行制度设计。(3)讨论用户的价值维度，基于聚焦的目的。(4)根据用户的价值维度，决定文化规格。(5)根据这些文化规范设计系统。2这种文化规范的概念是文化敏感系统设计的关键。

This research focuses on the culturally sensitive information system design, The objectives of this research program are to develop both a theory to explain the relationship between culture and information system adoption and use, and a set of practical procedures for system designers to use to produce more efficient and effective systems by means of greater sensitivity to the cultural contexts in which those systems will be used.In order to establish a fundamental paradigm, several surveys have been conducted in Japan and the U.S.A., i.e., two surveys about value patterns based on SC Mind Structure Mode, a content analysis of NIKKEI and WALL STREET JOURNAL. Three companies in Chico, U.A.S. and three companies in Seto, Japan have been surveyed and interviewed.The conclusions of this research are following three points ;(1) Every organization has unique differences. We can not transfer the system cross-culturally.(2) Therefore, the conventional system design paradigm should changed.(3) The culturally sensitive system design is quite important, especial in the cross cultural work settings.The basic concept of the culturally sensitive system design are following five points ;(1) start the system design from the user's viewpoints.(2) start the system design from "Purpose Expansion".(3) discuss the user's value dimension, based on the focused purpose.(4) decide the cultural specifications, based on the user's value dimension.(5) design the system, based on these cultural specifications.The concept of this cultural specification is a key to the culturally sensitive system design.
