The formation and change of the capability-based qualification system in Japanese human resource management

本研究是对日本大企业核心人力资源管理制度的形成和变化进行历史研究，即“商工社”（Shokunou Shikakui Seido）或“能力本位制”（capability based qualification system），该制度是继1969年日本经济联合会提出的“能力本位管理”的宏大议程之后，在第一次石油危机后的十年中成为主流的核心人力资源管理制度。目前，在向“基于结果的工资制度”转变的浪潮中，它正在接受审查。

The research is a historical study on the formation and change of the core human resource management system to the Japanese big-businesses, Shokunou Shikakui Seido or the capability based qualification system, which followed Nikkeiren's grand agenda for the ability orientated management in 1969, forwarded to be the prevailed core human resource management system during the decade after the first oil crisis, and is currently under reviewed in the wave of the shift towards 'result based wage system'.
