A Elementary Research on Social Development in Social Welfare : Through an Empirical Study on Social Welfare Planning

本研究的目的是对社会福利规划进行实证研究。社会福利规划是在1989年通过修订社会福利法而立法的。地方当局参与了老年人、残疾人和有需要的儿童的健康和福利领域的规划。第一年，我对私营部门社会福利委员会的社会规划进行了调查，第二年，我调查了地方当局管理的长期护理保险项目的规划和老年人的健康和福利规划。研究由社会福利规划的理论研究和实证研究组成。此外，后者由案例研究和统计研究组成。结合厚生福利省其他研究项目的统计数据分析，本研究采用个案研究的方法，收集相关资料，对东京都圈上述规划进行数据分析。在部分个案中，当局在调查过程中访问了法援署的规划师，并已发表了一些文章。他们参考了研究结果。(见参考文献)

The purpose of the research is an empirical study on social welfare Planning.Social Welfare Planning was legislated through the amendment of social welfare laws in 1989. The local authority (LA) has been involved in planning in the field of health and welfare for the elderly, the disabled and the children in need.In the first year, I conducted a survey on social planning of the social welfare councils which belongs to the private sector, and in the next year, I investigated to the planning for programs of long-term care insurance which is administrated by the LA and the planning for health and welfare of the elderly.The research is constituted of a theoretical study and an empirical one on social welfare planning. Furthermore, the latter is formed of a case study and a statistical one. As I linked with the statistical data analysis with the other ones which was done in other research projects of the Ministry of Health and Welfare, a case study was adopted in the research.I collected related materials and analyzed data on the above planning in Tokyo Metropolitan Area. In some of cases, interviews to planners of the LA were conducted in process of the survey.Some articles have been already published. They made reference to the results of the research.
