土地整治对村镇社区发展的影响机制及其互促模式研究

本项目着眼于国家战略、地方实践和学科发展的综合需求，以可持续发展的系统观为指导，充分利用统计数据、遥感影像、访谈资料以及问卷调查数据，全面剖析典型区域土地整治的实施过程，多维评估不同参与主体对土地整治项目实施的满意程度，系统梳理土地整治对村镇社区发展的作用路径及影响机制，研究构建基于主体主观认知的结构方程模型（SEM）和要素客观联系的一般均衡模型（CGE）测度和验证该影响机制，科学识别其风险环节，总结提炼土地整治与村镇社区发展的互促模式及保障机制，着力理顺我国不同类型地区以土地整治作为重要政策工具助推乡村社区重构与转型的政策及制度创新需求。据此，形成关于土地整治及其对乡村发展影响评估的理论与技术方法体系，为新时期我国乡村发展政策创新提供科学决策依据，为村镇社区发展实践提供案例参考和技术支撑，进一步拓展乡村地理学微观研究领域并丰富其在小尺度区域发展定量模拟方面的理论与方法。

Land consolidation has long been recognized as an effective way in restructuring rural production, living and ecological space in many developed countries. In China, land consolidation is also considered a new platform for building new countryside and realizing urban-rural integration development. Massive land consolidation projects have recently been carried out in rural China, generating both positive and negative influences on local communities. However, there is still shortage of knowledge on how local land consolidation is processed and the effect on rural communities. The project plans to carry out a comprehensive analysis of the specific implementation process of land consolidation in typical regions, to assess the degree of satisfaction of different stakeholders on the implementation of land consolidation projects, to systematically summarize the influencing mechanism of land consolidation on local rural community development, to construct Structure Equation Model (SEM) and Computable General Equilibrium (CGE) to simulate the above influencing mechanism, and to identify the risks of land consolidation. Furthermore, mutual promotion mechanism between rural land consolidation and local community development will also be discussed. The final research findings are expected to provide case references and technical supports for land consolidation in various rural communities of China. Then, it will further contribute to the improvement of China’s macro policies concerning land management and agricultural and rural development. Theoretically, this study will further enrich the rural geography theory and technical methods of quantitative simulation at local community level.
