In this article, we develop a new technique to construct primitive stable representations from $F_2$ to $mathrm{PGL}(V)$. As a consequence, we produce new examples of non-discrete, primitive stable representations from $F_2$ to $mathrm{PGL}(V)$. For any primitive stable representation $j:F_2 omathrm{PGL}_2(mathbb R)$ and any irreducible representation $iota:mathrm{PGL}_2(mathbb R) omathrm{PGL}(V)$, we also describe explicit neighborhoods in $mathrm{Hom}(F_2,mathrm{PGL}(V))$ of $iotacirc j$ that consists only of primitive stable representations.
