It has been known since the 1930s that long-range forces can arise from the exchange of virtual neutrino-antineutrino pairs. Recent work has investigated the possibility of observing this interaction in atomic and nuclear spectroscopy. In this paper we develop a new approach to calculate spin-independent 2-neutrino exchange potentials (2-NEPs) between non-relativistic fermions, which is then generalized to incorporate the mixing of neutrino mass states assuming normal and inverted mass ordering for nucleon-nucleon, nucleon-lepton, and lepton-lepton interactions. Finally, we exhibit the dependence of the 2-NEP involving leptons on the $CP$-violation phase in the neutrino mixing matrix.
