摘要城市能源与环境危机并存,建设资源节约型、环境友好型社会需要对城市能源安全状况进行系统评价。本文从能源供应、能源消费、社会经济状况、环境影响、气候变化等角度构建了城市能源安全评价框架。提出了一种改进的灰色关联分析方法来量化城市的能源安全度。然后将该框架应用于重庆市2005-2010年的能源安全状况评价。结果表明,从2005年到2009年,重庆市的安全等级不断提高。由于能源供应和气候变化子系统的能源安全系数较低,2010年能源安全度急剧下降。最后,对重庆市安全能源体系建设提出了建议,以期为政策制定提供参考。©2013 L和H科学出版有限责任公司。版权所有
Abstract Due to concurrent crises of energy and environment in urban areas,a systematic evaluation of urban energy security status is needed toconstruct a resource-saving and environmental-friendly society.This paper established an evaluation framework from the perspec-tives of energy supply, energy consumption, social-economic con-dition, environmental impact, and climate change. A modified greyrelational analysis was also proposed to quantify the energy securi-ty degree of a city. The framework was then applied to ChongqingCity to evaluate its energy security status during 2005—2010. Re-sults showed that the security level of Chongqing kept increasingfrom 2005 to 2009. Due to the low energy security coefficient ofthe energy supply and climate change subsystem, a dramatic de-cline of energy security degree was observed in 2010. Finally,suggestions on the construction of secure energy system inChongqing were put forward to shed light on policy making. © 2013 L&H Scientific Publishing, LLC. All rights reserved
