There were 466,770 deaths in England in 2012. A total of 365,628 cremations took place leaving approximately 101,142 deaths to be dealt with through burial (Cremation Society, 2015; ONS, 2013). There are many policy areas related to the disposal of the dead, for example the strategic planning issues attached to the supply of cemetery and crematoria facilities; the conservation of historic cemeteries; the complexity of burial legislation; and the broad policy implications of a ‘green’ agenda, including questions relating to the environmental impact of cremation. This chapter concentrates on a single policy cluster and considers the challenges inherent in the task of meeting the needs of the bereaved for a service that is affordable, that allows choice in commemoration, and that is responsive to ethnic minority difference. The chapter begins by providing a historical perspective on the development of cemetery and crematorium services, indicating the highly localised nature of service delivery.
