`Strategic Policy Innovation and Social Learning: Flood Hazard Mitigation, Recycling, and Air Quality in Tulsa, OK The PI proposes to study three environmental policy innovations in Tulsa, OK. The purpose of this research is to investigate the mechanisms that led to these three implementations and to determine the adequacy of current theory to explain their success. Hypotheses pertaining to the following topics will be examined: (1) the role of scientific and technical information; (2) development and influence of advocacy coalitions; (3) effect of social learning on attainment of policy goals; (4) strategic roles of policy entrepreneurs.
