中国において学校教育で育成を目指す学力観としての「核心素養」は、従前からその重要性が強調されてきた素質教育との関係では次のとおりいえる。素質教育は、その抽象性の高さから教育実践上の困難を抱えていた。核心素養は、能力観に関する国際的潮流、特にキー・コンピテンシーの能力観を前提にしながら、中国における翻案として定められ、それは素質教育の具体的実践を支えることが期待された。各学校段階においても、育成を目指すより具体的な学力として「核心素養」が定められ、高級中学では「普通高級中学課程標準」において各教科で「核心素養」が定められた。また、素質教育を推進するうえで、生徒の全面的な発達を総合的に評価するための制度も整えられ、具体的には「総合素質評価」が導入された。なお、大学入試が高校教育に与える影響力の大きさを前提として、「総合素質評価」は大学入学者選抜制度においても活用されることとなった。中国における大学入学者選抜制度は、選抜方法の多様化や、入試区分の増設など、入試制度の多様化に向けた試みがなされてきた。統一試験以外の多様な指標を用いた選抜は、大学の運営自主権の拡大を目的の１つとして導入された経緯があるが、そうした選抜の大学入試全体における相対的な規模は特に学術面で優れた受験生を対象としていたため限定的であった。それに対して、「総合素質評価」を選考基準として用いる選抜は、より多くの受験生が対象となる。大学入試制度が多様化するなかでいかに公正性が担保されようとしているかについて、「総合素質評価」の導入に焦点をあわせて考察した。
