项目摘要

本年度は、前年度に引き続き「媒介」の重要なアクターである民生委員を分析の焦点としつつ、地域社会における「媒介」の現状と、それがいかなる制度的・歴史的条件のなかで形成されてきたのかを明らかにすることを目標とした。第一に、2000年代以降の民生委員の活動にかんする統計（福祉行政報告例）の地域比較分析をおこなった。その結果、現代の民生委員の諸活動のうち、社会福祉制度の全国的な動向に強く規定される領域と、より地域固有の条件に強く規定される領域とを弁別することができた。第二に、現代の地域社会での「媒介」のあり方が形成されたと思われる戦後から高度成長期における民生委員活動について、刊行資料・公文書館所蔵資料・東京大学社会科学研究所所蔵資料などを用いて検討した。とりわけ地域住民のニーズ把握の局面において、神奈川県の事例に着目しつつ、行政機構・民生委員・地域住民とがいかなる相互関係にあったのかについて詳細な検討をおこなった。これらの分析を踏まえ理論的枠組みを検討した結果、日本社会における「媒介」を、（1）行政機関・専門機関と地域社会の関係、（2）ニーズの社会的形成過程、の2つの側面から理解する視座を構築することができた。本研究からは、「媒介」について以下の示唆が得られる。いかなる資源・サービスへの、どのような「媒介」が必要であるのかは、自明ではない。そのため、「媒介」の必要性・ニーズをめぐる社会的認識が、いかなるアクター間の相互作用によって形成・共有されているのかが重要である。「媒介」ニーズの社会的形成過程においては行政が主導的となる傾向がみられるが、それは「媒介」を行政機構の末端に回収してしまうことにもつながる。どのような「媒介」が必要であるかを社会的に決定する回路を、「媒介」の担い手層を含む地域住民に開くことが、「媒介」活動が行政補完的な役割を超えて展開するうえでは重要だろう。
