今年度は，ロシアの知事任命のパターンに関する計量研究と，ウクライナの地方議員の選出パターンに関する計量研究を進めた．前者に関しては，ロシアの知事任命に関して，当該地域における勤務経験があるローカル知事と勤務経験のないアウトサイダー知事の区別に着目して分析を行った．ローカル知事の任命は，当該地方における支配政党の得票率の低下に対する対応として行われているが，アウトサイダー知事の任命は，当該地方を中央政府に対してより従属させるために行うと考えられる．各地方と年度によって構成されるパネルデータを用いた計量分析により，上記の区別が存在することを実証的に示した．さらに，アウトサイダー知事を任命した地方の方が，任命後により権威主義化しやすいことも確認した．この研究結果は権威主義体制における地方統治の集権化と，権威主義的統治の拡大という新たな視角を提示する．この研究は英語査読雑誌に投稿中である．後者に関しては，2014年のユーロマイダン革命前後の地方議員の再出馬と選挙パフォーマンスに着目して分析を行った．この政変はヴィクトル・ヤヌコヴィチ政権への反発として起こった．それにも拘らず，ヤヌコヴィチ政権下の支配党であった地域党の議員の多くが，政変後も再出馬している．これは何故か．地域党員をリクルートすることは政党の評判を落とすものの，地域党員の多くはもともと有権者の動員に秀でているため，政党の議席を最大化するためには元地域党員をリクルートしないわけにはいかないというディレンマが存在する．2010年地方議会選と2015年地方議会選の選挙データを用いて，このディレンマの存在とコストを最小化しつつ利益を最大化する戦略が存在することを，統計分析によって実証した．この成果は，民主化研究や権威主義研究に重要な示唆を与える．この研究は英語査読雑誌に投稿中である．

This year, the econometric study on the appointment of governors and the election of local councillors has been carried out. The former is related to the appointment of the governor, and the analysis of the difference between the governor and the governor in the service system in the region. The appointment of a governor is made when the local government has a low percentage of votes. Each year, there is a statistical analysis of the difference between the two. The appointment of the governor was confirmed. The results of this study suggest that local governance should be centralized in the context of authoritarian systems, and that authoritarian governance should be viewed from a new perspective. This research is in English. The latter is related to the re-election of local councillors before and after the revolution in 2014. This is the first time that the government has been involved in the fight against terrorism. There are many members of the ruling party under the government, and there are many members of the regional party who are in power after the government. Why? Regional Party members are not allowed to participate in the party's evaluation. Many regional Party members are not allowed to participate in the party's mobilization. Political party seats are maximized. Local Council elections in 2010 and local Council elections in 2015 are not allowed to participate. The existence of this problem is minimized and the benefits are maximized. Statistical analysis is carried out to prove it. The results of this research are important for democratization research and authoritarian research. This research is in English.
