本研究の目的は、日本の労働者が現行の定年・年金制度をどのように捉え、どのような価値基準で退職に関する意思決定を行っているかを明らかにすることにある。具体的には、まずRust(1987)の考案した動学離散選択モデルを応用し、可処分所得の増減、及び余暇時間の変動に対する選好を推定する。これを元に、定年年齢の延長、在職老齢年金制度の支給額をはじめとする年金制度の変更による労働者の退出行動の変化をシミュレーションによって求める。現段階で検討している仮想的な制度改革としては、65歳からの段階的な引き上げが確定している定年年齢、及び在職老齢年金の給付における収入基準の変更をシミュレーションする。いずれも引退を検討する労働者にとっては各選択肢における収入の水準を変化させる変更であり、制度変更が若年世代の保険料負担にどのような変化をもたらすかについてより精確な予測が得られることが期待される。2022年度は、厚生労働省による中高年者縦断調査を用いてデータ分析を行った。クリーニングされたデータを元に、労働者が意思決定を行う際の価値基準となる、就業を継続した場合と退職した場合それぞれの所得と余暇時間とを推定するモデルを検討したが、取得したデータはこうした価値基準に対して十分な精度での予測を与えることができなかった。労働者が自身の収入を予測できない場合、制度変更を行ったとしてもそれが意思決定の変化をもたらす可能性は低いため、先に述べたようなシミュレーションから有益な示唆を得ることは難しい。このため、年度途中からは代替的な分析手法の検討や、異時点間における所得の変動を予測できるようなモデルの検討と分析を行った。研究者は採用終了以降も研究を継続し、論文執筆や学会報告を行う予定である。
