项目摘要

令和3年3月公布の学校教育法施行規則等の一部を改正する省令により、普通科以外の普通教育を主とする学科（地域社会や学際領域に関する学科ほか）を設置可能となり(学科名称の弾力化）、「高等学校学習指導要領の一部を改正する告示」で当該学科の教育課程編成の要件に学校設定科目と総合的な探究の時間の履修単位数の計が6単位を下らないことなどが新たに規定された。また、地方創生政策の文脈でも第2期『まち・ひと・しごと創生総合戦略』（全国版）が高校段階の「探究的な学び」の実現に言及している点で第1期からの変化を指摘できる。このように高校教育を取り巻く政策動向を確認すると探究的な教育活動に学校の「魅力化」への期待が見られる。この点『特別活動エッセンス』の「総合的な学習(探究)の時間の指導と評価」「勤労生産・奉仕的行事」の執筆は、地学協働による「探究的な学習」が、いかなる教育的意味・目的を有す（べき）活動か、それらの学習はいかに評価し得るかの検討に繋がった。また、高校教育制度の歴史的事象を検討し年度末に全国学会誌へ投稿、研究コミュニティ構築にも努め（『社会教育学研究』の「2021年社会教育研究の動向」の分担執筆もこの意味を有す。また地方分権・地方創生政策と教育行政の関係を教育行政学の若手研究者と異なる観点から議論する研究会も実施）、2月には基盤研究（Ｂ）課題番号21H00820に研究協力し北海道の高校魅力化校や地学協働の取組校の実地調査・関係構築の機会も得た。また昨年10月に着任した大学の所在する地域の情報収集も様々に進めた。一連の活動を通して、首長部局、学校、外部機関等の多様な関係者間で「抵抗」ないし「調整」する地方教育行政部局の役割や葛藤の態様が見えた。今後は人口減少対応が教育行政の切迫した現実課題となっている着任校の周辺地域を中心に調査を継続するとともに教育現場への知見の還元を目指したい。

The writing of "Comprehensive Learning (Inquiry) Time Guidance and Evaluation" and "Diligent Production·Official Behavior" in this topic "Special Event" is related to the discussion of "Inquiry Learning" in geoscience cooperation, the meaning and purpose of education, and the evaluation of existing learning. This paper discusses the history of higher education system and the significance of contribution and research to the construction of national society journal at the end of the year ("Social Education Research" and "Trends in Social Education Research in 2021"). Research on the relationship between local innovation policy and educational administration, and the opportunity to establish relationships between local innovation policy and educational administration. There are many kinds of relations between the government departments, schools and external organizations, such as "resistance" and "adjustment". In the future, the shortage of population will be a pressing issue for education administration.
