2022年度はモリス商会のとった徒弟制度に的を絞り、当時の児童救貧制度を法律と慈善活動の二つの面から調査することで、モリス商会の活動の社会的な側面を跡付けた。ヴィクトリア朝における子供の貧困と少年犯罪は大都市における課題であった。その根源の緩和と対策に多くの民間団体が奔走し、やがて貧困状態にある子供たちの教育制度の設立につながっていく。この動きから法律の制定が促されることとなった。1854年に制定されたYouthful Offenders Act (the Reformatory Schools Act)は、少年・少女犯罪者の矯正施設に対する政府の助成を確保した。続いて国のターゲットは、14歳以下の少年・少女犯罪の予備軍に移った。こうして、1857年のIndustrial Schools Billが可決されることになったのである。この法律のもとに7歳から14歳までの子供たちに生活環境を提供しながら、基礎的な教育と職業訓練を身に着けさせることを目的としたIndustrial Schoolが設立されていく。1861年にこの法律の改正案が施行された年にモリス商会は設立されており、その年に1857年の法律発効後にロンドンで最初の認定校となったユーストン・ロード44番のIndustrial Schoolから数名の少年たちを雇い入れることになった。本年度は1857年の法案と1861年度の改正案の制定に至る議事録を調査し、実際の議論を跡付けると同時に1857年の法案に至る様々な慈善活動を新聞記事などから調査した。そこからモリス商会の設立を支えた人々がどのようにかかわっていたのか。そして1861年の改正案がモリス商会の雇用にどのように関係したのかを考察した。調査の成果は意匠学会の分科会、第7回のウィリアム・モリス研究会にて発表し、現在論文を執筆中である。
