公正で十分なコミュニケーションがとれない状況に置かれた人々、例えば障害者・非識字者・少 数言語話者・移民などのマイノリティを多く含む情報弱者が社会的に排除される現象にいかに対処するべきか。現在、その答えとしての情報保障の必要性は広く認知されるようになってきている。そうした情報保障を異言語話者間コミュニケーションにおいて実現しようとしたのが計画言語エスペラントを教育・使用・普及する運動であった。学習の容易なエスペラントによる国際コ ミュニケーションの平等化・民主化とそれによる「世界平和」の実現がその目標として謳われた。 しかし、第二次大戦中のある時期には、エスペラント運動における教育・普及の目的は、一時的 であれ大きく変質した。それらの運動団体は戦時下でファシズム体制と連携し、政府の下請け組織となったのである。この一見矛盾してみえる現象を、言語教育運動の思想的背景にまで遡って 再構成し、現代の言語教育観を検証するための参照枠として提示することが本研究の目的である。本年度は、研究目的の小課題①関連資料の発掘と保全、　③特高警察関連資料に見えるファシズムとの協力関係が進化する過程の実証を中心に作業を進めた。関連図書館において、1945年までの未見史料の精査をおこない、当該時代の関係人物のプロファイル解明と蓄積を進めることができた。また、小課題⑥公正さを企図した言語教育運動の逸脱とその理論モデルについて、エスペラントとは対照的な位置にある、国際コミュニケーション媒体としてヘゲモニー言語化した英語の社会言語学的位置づけをおこなう作業を通じて、当該課題を進展させた。
