本年度は令和5年3月30日に第3回研究会を開催し、研究状況を相互に把握しつつ意見交換に努めた。各担当の研究実績について、近世では、近世公私文書による政策決定過程を藩政レベルで検討した。具体的には東北大学附属図書館館所蔵仙台諸家文書他数群の文書群を調査し、18～19世紀段階の藩政文書における私文書の伝来と機能について性格分析を進め、担当者間で往復される書状等の機能を析出し、公文書によるものとは異なる方式による政策決定の過程について実態的に検討した。近世・近代移行期では、以下の三つの成果を得た。一つには内務省の東北開発立案における内務卿大久保利通の政策関与における付箋の活用について調査し、それが自身の意向を政策に反映させる手段として用いられている様相を明らかにした。二つには県の電信利用の実態解明である。山形県と山形県令三島通庸について、1878年の西南戦争発生時に県と三島は電信を活用したことを析出し、紙に拠らない意思決定慣行の存在、ならびに県の電信利用が民間における電信の普及を後押しする様相を明らかにした。さらに内閣制成立に関して、伊藤博文の思想から政治家の「本音」の存在を解明し、意思決定における私文書・オーラルヒストリーの意義を再確認した。近代では、東京（帝国）大学を事例として大学自治と意思決定慣行の関係について、戦前・戦後を通じた検討を行った。戦前に関しては東京帝国大学における数次の事件を経て成立した総長・教官人事における教授会自治の変遷を明らかにした。戦後は戦前からの継承をもとに憲法による学問の自由と大学自治の保証を受けて自治慣行が法的にも裏付けられたことを提示し、さらに大学紛争時における学生自治との緊張関係を析出することで戦後における教授会自治のあり方を展望することを通じ、大学における意思決定の慣行の推移と意義について考察した。
