项目摘要

本年度も引き続き、１８世紀末から１９世紀中頃にかけての清朝の統治を、官僚からの政策提案、民間からの政策提案、陳情などに着目して検討していった。昨年度同様に嘉慶年間、道光年間の上諭、起居注、仁宗実録、宣宗実録、奏摺、題本の調査を行った。これらに加えて、本年度は嘉慶帝、道光帝に仕えた官僚の文集や年譜も史料調査の主要な対象とした。これら史料の収集と整理を行うことで、嘉慶帝がその統治期間を通して言路の幅を調整していたこと、言路政策は嘉慶年間だけでなく、清朝末期までを幅広く視野に入れて分析する必要があることなどを把握できた。また個別の政策提案への対応や、陳情が行われた背景についての調査・分析も進めることができた。これらの成果をもとに論文・著書の執筆もあわせて進めた。その主な成果として、年度末に刊行した村上正和, 相原佳之, 豊岡康史, 柳静我, 李侑儒編『嘉慶維新研究　嘉慶四（1799）年上諭訳注』（汲古書院、2023年）がある。本書は乾隆帝が亡くなり、嘉慶帝が親政を始めた嘉慶四（1799）年の上諭を項目別に編纂して日本語訳したものであり、嘉慶帝の言路政策、都察院や御史に関連する上諭も多数収録している。以上のように史料調査・成果公表ともに成果はあったものの、来年度も引き続き新たな史料調査を重点的にを進めていく必要がある。特に文集、年譜は非常に数が多く、また調査に時間がかかるため継続して史料調査を実施し、新たな史料の発見に努めたい。
