项目摘要

本研究は、印パ紛争や中印国境紛争の緊迫化によって南アジアにおいても1960年代に「遅れた冷戦」が成立したという最近の研究を踏まえて、研究史上看過されてきた開発援助と軍事の関係に着目し、共産主義諸国に対抗して欧米諸国が南アジア地域秩序の再編に向け展開した国際的援助競争とそれに基づく南アジアの経済的軍事的自立化の構築過程を検討することを目的としている。昨年度に引き続き、南アジア諸国の開発・軍事戦略によって作り出される新国際秩序変容過程の背景に注目して、イギリスのアーカイブとアメリカのケネディ図書館所蔵の外交史料をそれぞれ整理し次の点を明らかにした。軍事援助について、①「遅れた冷戦」構造の要因の一つとして挙げられる印パ間の紛争に着目して、1950年代末に誕生したパキスタン・アユーブ政権がアメリカの南アジア政策にゆさぶりをかけ、有利な条件をひきだしたが、それが更なる印パ間の軍事バランスの不均衡をひきだしてしまったこと、②中印紛争が勃発して英米による対印軍事援助が不可避となり、中国の侵攻防衛の観点から多額の軍事援助を行うが、しかし、南アジアの軍事バランスを崩壊しかねないことから次第に援助内容が変容していったことを確認した。経済援助について、第3次インド五カ年計画をめぐるインド援助コンソーシアムの援助過程を追求しつつ、軍事援助との関係から著しく制限されたことを確認した。以上、南アジアをめぐる英米ソ間で展開した大規模な軍事援助と経済援助の関係に照射するなかで、パキスタンーアメリカ、インド―イギリスという単純な援助構図から、対中を仮想敵国として、パキスタン、インド、アメリカ、ソ連、イギリス、日本、ドイツによって混とんとした秩序関係がもたらされたことを確認した。単に経済的紐帯だけでなく軍事同盟という枠内で進む軍拡とそこにおける軍事的紐帯の実態解明の必要性を感じた。
