项目摘要

2021年度に引き続き2022年度でも19世紀フランス・オート=ザルプ県における荒廃山岳地の植林事業に関連してなされた製酪組合普及に関する政策について分析した。植林事業による牧野の剥奪に直面した住民を慰撫するべく農村経済活性化の一環として支援がされており、そうした普及政策について特に県会議事録、県文書館史料（オート=ザルプ県文書館整理番号7Mに所蔵のもの）、同時代人の技術書や組合運営マニュアルなどの分析を継続した。県文書館史料について、県行政当局による行政資料や、財務省や農業省による行政資料の検討を行い、山岳地の植林事業との関係や製酪組合普及政策の中央や行政と地域住民との意図の共通と限界を分析するとともに、サン=ローラン=デュクロ村、ギヨーム=ペルーズ村に存在した模範的な組合について、設立の経緯や経営状況、国や県からの補助受入の様子などを明らかにした。加えて、それと対比した分析をするために、他村も含めた一般組合に関して史料の残存状況に応じて設立の経緯や経営状況、国や県からの補助受入の様子を明らかにした。さらに紛争事例や経営に困難を抱える事例も見出したため、そうしたものを対象に分析を行った。また、これら分析の対象となった組合を中心に県会において議論の俎上に上っているものに関して県会議事録の分析も実施し、県当局や国の移行と農村住民の意向との一致と齟齬とを明らかにした。同時代人の技術書や組合運営のマニュアルに関しては、製酪の技術的特質と、それに由来する組合の経営や運営の特徴、問題点、それへの対応策について、同じく上記事例での問題と比較対照しながら、その意義や位置づけを明らかにした。以上の作業を通じて当県において製酪組合に対する補助金などによる支援が本格化する1870年代から20世紀初頭までを対象に製酪組合の運営の実態や抱えていた問題、それへの対応策や限界を明らかにした。
