项目摘要

令和4年度は研究期間の2年目にあたる．今年度は昨年度に引き続き，世界の牛肉生産・貿易の変動を，1）生産現場における生産性をめぐる競争，2）牛肉をめぐるフードシステムレベルでの競争，3）牛肉貿易のルールや制度をめぐる国際政治レベルでの競争という，主体の異なる多元的な競争に注目して把握することを試みた．当初は米国やブラジルでの現地調査を計画していたが，新型コロナウイルスの拡大による制限も残っていたことから，今年度は，2010年代以降における日本の肉牛部門の生産・輸出の変化について，既存の行政資料や文献を通じて，その動態を上記の枠組みのもとに解釈することを試みた．結果の概要は下記のように整理できる．1）日本の牛肉生産は世界的にみて土地装備率がきわめて低いが，土地利用の粗放化が進んだ2010年代以降もそうした傾向に大きな変化がない．これは，集約的な条件下で個体管理を徹底することで，和牛肉の高い品質を通じた差別化を図ろうとする生産者の努力を反映している．2）ただし，現在の日本の牛肉のフードシステムは，産地の商品を国内で大量かつ効率的に流通するという目的のもとに生成したものであり，個々の生産者の品質をめぐる具体的対応を商品の付加価値に結びつけることが難しい．この点で，日本の牛肉のフードシステムは高級品としての牛肉輸出には適しておらず，他の輸出国との競争にも不利な状況にある． 3）牛肉貿易のルールや制度をめぐる国際政治という意味では，日本はそれまでの保護主義的な主張とは反対に相手国の市場開放や関税削減を求める必要に迫られており，成果をあげるのが困難な構造的課題に直面している．
