2022年度は国内における現地調査を再開し、残された課題の解明を急ぎ進めている。またその他の研究手法（リモートによるヒアリング調査、統計分析、文献調査等）で、かなり研究は進んでおり、本研究助成での論文は現時点で6本、書籍等出版物での成果発表が2件、講演・口頭発表等が7件、メディア報道等での研究成果の社会的還元が48件となっている。メディア報道等での研究成果の社会的還元は、非常に増えており、2023年3月に放送されたNHKスペシャル『南海トラフ巨大地震　第２部』では、本研究助成の成果の一つである想定を超えた危機への広域応援体制の脆弱性についての指摘を行った（半割れが発生する可能性が大きい南海トラフ巨大地震では、後発地震の地元被害の予測困難性から、全国市町村消防本部間の応援部隊の貸し渋りが生じる）。これらの研究成果を踏まえ、2023年度は、新型コロナで出来なかった海外調査を行い、研究成果をまとめたいと考えている（なお2023年5月には、研究成果をまとめた研究代表者である永田の単著を出版した）。研究内容的には、本課題の重要な問題関心である特殊災害に、covid-19の流行は該当するが、流行の長期化により生じた災害時新業務の日常化・長期化・恒久化によって、現在わが国の行政でどのような問題が生じているのか、またその背景について分析を行い。更に、現在生じている事態と類似性が高いと思われる戦時下での「Home Front（銃後の社会）における行政組織の業務継続体制」を参考にしながら、このような事態においても、必要資源の獲得が可能な危機管理体制をわが国の行政はどのように構築すべきかについて研究を進めてきた。そのような状況下、ロシアによるウクライナ侵攻が生じ、本研究課題に対する社会的問題関心も今後高まるのではないかと考えている。
