EUは社会排除という問題への取り組みとして、従来の給付金の支給（ウェルフェア）から職業訓練を通じた就労促進による社会への包摂（ワークフェア）へ転換を進めている。その中でも、本研究は特に就労率を上げることによって女性の社会的包摂をはかろうとするEUの政策に注目している。その理由は、ケア労働の分担などジェンダー平等が不完全なまま、労働市場における女性の役割を拡大させることは女性の負担を増やし、疲弊させるリスクを内包するからだ。初年度である2021年度は、EUが近年ジェンダー平等の促進が平和、安全保障、経済的繁栄および持続可能な発展の鍵を握るとしてＥＵ政治の優先課題に位置付けていること、EU加盟国をジェンダー平等の達成度別に「高」「中」「低」に分類して「高」に分類される北欧などの加盟国では福祉制度としては国家の役割が大きい社会民主主義レジームであることに加えて、政策決定の場である国政においてもジェンダー・クオータにより女性参加が進んでいることを明らかにした。2022年度は、EUとEU加盟国のワークライフ・バランス政策を調査し、女性をめぐるケア労働と就業の状況により加盟国の類型化を試みた。その結果、女性就業率と出生率が高いのは北欧など「総ケア提供者モデル＋ケアの公共化」、低いのは南欧など「男性稼ぎ主モデル＋ケアの家族化」であり、その中間が独仏など「ケア提供者対等モデル＋ケア家族化」と、概ね仮説通りであった。しかし、女性の出産・育児と就労を両立しワークライフ・バランスを充実させるためには、オランダのように同一労働同一賃金の原則をいかに現実の制度として取り入れているかが重要であることが明らかとなった。これは、仮説の段階ではあまり考慮されていなかった点である。
