2022年度は、コロナ規制があった頃は二次文献を中心に豪州と日本のインド太平洋政策の調査を行った。規制が緩和された秋以降は、海外調査を開始して、インタビュー調査などを行った。数回に分ける形で豪州（シドニーおよびキャンベラ）およびインドネシア（ジャカルタ）を訪問して、政策決定者や研究者に対してインタビュー調査をした。また豪州でのワークショップ出席やセミナーの開催により現地の研究者と意見交換も行いながら研究を進めた。具体的には、今年度は、日本と豪州の対中政策および地域秩序に対する政策の比較を調査の中心に据えた。「法の支配」や「ルールに基づく秩序」を共に訴えていた豪州と日本の地域秩序に対する外交は、基本的には共通点が多い。両国とも法の支配やルールの尊重といった規範を強調するだけではなく、アジア諸国に対して能力構築支援や経済援助などの政策を実行することで、外交を下支えしている。こうした理念と支援がセットになった外交が秩序維持に貢献しているという仮定に基づいて調査を行っていたのだが、調査を進めるうちに、両国の規範を強調した外交が微妙に異なることに気が付いた。アジア諸国に対する姿勢には大きな相違点は見られないが、規範外交を推進する要因ともなった中国に対するアプローチが、日本と豪州では異なっていた。これは、両国の秩序維持への貢献度や貢献内容も異なってくることを示唆する。異なる原因としては、規範に対する理解やアプローチが異なっているというよりは、地理的近接性からくる脅威認識など様々な要因によるものであるとの仮定に至った。この仮定を検証するため、今年度より地理的近接性も考慮に入れた調査を行う予定である。
