近年、戦争の形が変わったが、それは、正規戦と非正規戦を組み合わせた戦争の形である「ハイブリッド戦争」に代表される。ハイブリッド戦争は、2014年のロシアによるウクライナのクリミア併合で、世界の注目を浴びるようになり、現代の脅威として強く認識されている。そのような中で、日本並びに世界の安全保障を考える上でも、ロシアの外交政策を考える上でも、ハイブリッド戦争は重要な検討材料であり、まさに今の世界を総合的に考える上で不可欠な要素となっている。そこで、本研究でもハイブリッド戦争の外交的意義と軍事的意義の両面から、その実態の解明と対抗策の検討に力を入れてきた。だが、2022年2月以降は、「ウクライナ戦争」が現在進行形かつ最先端のハイブリッド戦争の実例として認識されるようになった。ハイブリッド戦争は、戦うアクター、戦い方・手段が多様かつ無限に増えうるため、最先端の事例研究が実態に即した研究には不可欠となる。そのため、本研究は、戦争勃発以後、「ウクライナ戦争」を事例に研究を進めてきた。現在、戦争が継続中のため、結論は出せないが、本戦争では情報戦が特に目立ち、そのプロパガンダ効果が戦果にも大きく影響しており、また社会の分断をも深刻にするなど興味深い影響力を持っている。また、日々新しい論点、戦い方が生まれているのも本事例の特徴であり、興味深い。他方、ウクライナ戦争に隠れて再燃したナゴルノ・カラバフ紛争に代表される旧ソ連の事例や未承認国家問題の検討からも、興味深い分析を行うことができた。最後に、これらの問題から日本の安全保障問題への多くの示唆を得た。近隣諸国の脅威も大きくなる中、専守防衛の日本が直面している安全保障上の脅威や対策すべき問題は実に多く、とりわけ、サイバー攻撃、情報戦への対策は急務だ。経済安全保障の側面にも注力した総合的国力の確立が求められる。
