本年度は、これまでの研究のまとめと新しい問題への取り組みという二つの作業を並行して行った。まず、本研究の集大成ともいえる単著『旧ソ連地域と紛争:石油、民族、テロをめぐる地政学』を9月に慶應義塾大学出版会より出版した。その研究成果は、書評や書籍紹介で非常に高い評価を受けている。また、本研究が一部、貢献している共編著も2006年春に明石書店より出版の予定である(予定書籍名「コーカサスを知る60章」)。また、旧ソ連の政治は、2003年のグルジアにおける「バラの革命」以降、激変しており、いわゆる「民主化ドミノ」が起きているといわれている。しかし、本研究が主眼をおくアゼルバイジャンでは、世襲政治のもと、権威主義体制が継続する中、反対派の動きが弱い。このように、下からの民主化が進展する国としない国があるのは何故か、また民主化が紛争解決や平和構築に影響を及ぼすのか、という問題が、近年の趨勢から焦眉の研究課題として持ち上がったと考え、今年は、比較に重点を置く形で、研究を進めた。研究方法としては、昨年同様、文献調査にあわせて、現地調査も行った。現地調査は、比較の観点より、アゼルバイジャンのみなならず、近隣諸国すなわちグルジア、アルメニアでも行い(別資金による)、また、旧ソ連諸国で最初に民主化を行い、既にEU加盟も果たしたバルト三国での調査も行った(本資金による)。そこで明らかとなったのは、権威主義体制の現状研究の重要性と国家が民衆を巻き込む形で民主化を進めるインセンティブとそれを可能にする条件の検討、さらに、国家の独立と実質的な自立を確実にする前提条件を明確にすることの重要性である。それを受けて、今年度は、アゼルバイジャンの権威主義の趨勢を分析しつつ、国家の独立という問題を考える上で、未承認国家の問題と資源をめぐる政治についての研究を深めた。それらの課題については、2本の査読論文を含む学術論文で成果を残した。
