本課題では，効率的かつ安定的な国際環境協定を実現するために，協定から抜けるインセンティブをもつ国に対し，協定加盟への見返りにいくらかの資金を譲渡する「所得移転ルール」の効果に焦点をあてる．協定加盟国間の移転である「内部移転」，非加盟国の一部がいわゆる「サポーター」となって，他の国の協定への加盟を促すために行う「外部移転」という2種類のそれぞれについて分析を行うことを主な目的とする．今年度は，昨年度に開始した外部移転のルールについての検討を継続して行った．従来の研究においては，サポーターに移転額の提案を行う外部機関の存在が仮定されていたが，我々のモデルでは，サポーターは，サポーター以外のすべての国の協定加盟を保証するための所得移転にコミットする．一定数の国がサポーターとして名乗りを挙げなければ制度が無効になるという「最小参加国数ルール」を採用し，さらに最小参加国数は先進国の間での全会一致投票によって決まるという設定をおいた．理論的分析の結果として，無理のない条件の下で，最小参加国数およびそれと一致するサポーター数が唯一の均衡として決定され，他の国がすべて加盟するという結果が導かれることを示した．外部機関の存在を仮定することなく，同様の結果を導けたことが注目される．このモデルでは以前の研究と同じく2種類の異質な国が混在することを仮定しているが，費用や便益のパラメータが結果に与える影響を包括的に分析するために，数値計算により均衡の具体的な値を求めた．結果として，削減便益の差が大きいほど加盟国数が増え，協定の相対的な効率性が高くなった．いっぽう削減費用の差の程度が大きくなっても加盟国数にはほとんど影響しないが，協定の相対的な効率性は高くなった．この成果を現在国際学術誌に投稿中であり，査読者による指摘にもとづき改訂の作業を終えたところである．
