本研究は、環境保護を目的とする廃棄物政策が、国際貿易フローおよび貿易パターンに与える影響を実証的に明らかにすることを目的とする。加えて、貿易パターンの背景にある企業の意思決定メカニズムを実証的に明らかにする。前年度は関連文献の調査と企業へのヒアリングを行っており、中国の政策の影響だけでなくバーゼル条約にも注目すべきということが確認できている。R4年度は、国際貿易フローへ影響の確認を主に進めた。HS分類の第39類(プラスチック)の世界双方向貿易データを回収し、2021年までのパネルデータを構築した。このパネルデータを利用し、貿易フローを説明可能なグラビティモデルを用いて分析を進めている。一方、2021年に改正されたバーゼル条約の影響がまだ表れていない可能性があるため、今後2022年まで延ばすことを想定して、現時点では予備的な分析と考えている。また、共同研究者と共に、廃棄プラスチックに関するサプライチェーンおよび他国への波及の経路の仮説を検討した。中でも重要と考えているのは、単純な貿易フローだけでなく、日本や途上国内でのプラスチックの生産量の変化、他原材料への代替関係である。また、各政策が実施される前にアナウンスされた段階で各国が対応を変化させている可能性も高いと考えられる。そのため、今後の方針として各国の国内生産や代替財まで考慮する範囲を広げること、パネルデータで政策実施前後だけでなくアナウンス前後の影響も分析することを確認した。
