本研究の目的は、過去30年余に渡り、申請者が国際機関、我が国政府、途上国政府、国際開発の大学院において実施して来た経済開発政策についての政策対話、人材育成、これを支える政策研究、中でも直近の20年弱の期間の科研個人研究および国際共同研究で蓄えられて来た途上国経済開発政策、制度改革についての知見とデータ、計算可能な一般均衡分析モデル等の政策シミュレーションモデルを活用し経済開発政策を整理統合提示することにある。　　時空と地理を超えて政策ケースを整理統合して比較評価する、マクロやセクター/メソ次元の政策の「付帯環境条件コントルール型比較ケース分析」の確立と実施を目指し、これにより、従来の諸国横断型やプール型の計量分析において固定効果(Country/Time Fixed Effects)としてブラック・ボックスに押しやられていた、インクルーシブな経済開発に実は大変重要な要素や、世界経済環境等の途上国のコントロール外にあり、国際開発協力コミュニティがそのガバナンスに責を負うべき要因をあぶりだすことを目指す。また、多くの開発途上国の政策担当者やそれを支えるアドバイザー研究者の現場の知見を集約しつつ実施するところにも本研究の独自性、創造性が存在する。昨年度までにインドネシアを対象に、本研究の指向するインクルーシブな開発を目指す諸政策の比較吟味に繋がる、貧困や格差（所得格差、地域間格差）の長期に渡る動向把握とその要因分析を行い、２篇の学術論文として公表してきた。今年度は、引き続き現地調査が行えない中、関連データを仮収集し、政策の成長と格差への影響と貧困削減結果による類型化を行ってきた。大変時間のかかる作業であるが、類型化と計量分析のアウトライヤー特定の試みを続けている。これらからケースを特定しつつ、対象国、対象政策の現地調査に繋げる準備作業を継続した。

Policy formulation and implementation of institutional reform in the context of knowledge, calculation, and general equilibrium analysis The establishment of the implementation of the policy of spatial and temporal geography, the integration of comparative evaluation, the establishment of comparative analysis of environmental conditions, and the establishment of quantitative analysis of cross-sectional and cross-sectional types of countries (Country/Time Fixed Effects) The main reasons for the development of the country are important factors, world economic environment and other factors on the way to the country, international development cooperation, etc. The independent and creative nature of this research is supported by the policy makers of many developing countries and the researchers 'on-site knowledge and implementation. Last year, the study focused on policy comparison and analysis of key causes of poverty and regional disparities. Two academic papers were published. This year's in-situ survey focuses on the impact of policies on growth and poverty reduction. The time of the big change is from the beginning to the end of the operation. The typology is from the end to the quantitative analysis. The specific test is from the beginning to the end. This is the first time that we've been able to prepare for a specific investigation, target country, or policy.
