项目摘要

一年目の国内調査に基づいて、フィリピン等において海外調査の予定であったが、コロナ禍の影響で断念せざるを得なかった。研究協力者が代表を務める(公財)ひょうご震災記念21世紀研究機構の「ソサイエティ5.0に向けた制度設計-兵庫県の政策課題-」プロジェクト(R元年4月 ~R3年3月(3カ年))とともに共同で調査を進め、政策提言をとりまとめ報告書の作成・修正作業を重点的に行なった。また、外国人の「技能実習制度」の見直しが検討されており、新制度下での少子高齢化による労働力不足に対応する「人材確保」と「人材不足」に関して、外国人が能力を最大限に発揮できる社会の実現に向けて文献調査を行なった。
