【具体的内容】本研究は、総薬剤費の上昇抑制および新薬開発インセンティブの維持／向上という２つの課題の両立に向けた検討として、次の３つのサブテーマを研究する。①日本における新薬開発の現状を欧米との比較検討から実証的に分析する。②日本における近年の医薬品政策が国内の新薬開発状況にどのような影響を及ぼしているのかについて実証的に分析する。③薬価引き上げに頼らない新薬開発インセンティブ増大策の効果を定量的に計測する。令和４年度は次のことを進めた。①②の研究では、日米欧の各国・地域の規制当局の公開情報を用いて、欧米で承認されているが日本では未承認の医薬品をリスト化し、ドラッグ・ロス分析のためのデータを収集した。③の研究では、新薬開発型企業が新薬の承認申請以降に医薬品市場で直面しうるリスクに焦点をあて、そのリスク低減が企業の研究開発インセンティブにどのような影響を及ぼすのか（どの程度高めるのか）について分析した。【意義・重要性】 ①②ドラッグ・ロスの問題はドラッグ・ラグと同様に患者の医薬品アクセスを阻害する重大要因である。近年とくに注目が集まる社会的に重要なテーマであるが、現状に関する実証研究は十分とは言えない。また、③厳しい財政制約の下での創薬力の維持／向上も重要な課題であるが、それに関する定量的な分析はほとんどない。社会的重要性においても研究蓄積においても、本研究の意義は大きい。

[Specific contents] This study is aimed at the research on the control of the increase of the cost of the drug and the maintenance of the new drug development. (1) Analysis of the status quo of new development in Japan and Europe. (2) Analysis of the impact of recent medical drug policies on the development of new drugs in Japan and their impact on the development of new drugs in Japan.
