本研究の目的は、行動経済学の知見を応用した「高年齢者の就業促進」である。高齢者はヒューリスティックを用いやすく、バイアスを受けやすい。高齢期の引退行動を分析し、就業を妨げる心理的バイアスを特定することで、生涯現役に向けたナッジの開発を行う。高齢者の就業は定年制や年金受給、健康などが影響することが知られており、海外の事例とは異なるアプローチを試みる必要がある。研究メンバ-には、心理的要因を考慮した制度設計を研究する者、労働政策の実務経験者、実証研究を行える者が加わっており、エビデンスに基づいた設計を目指す。そして、岡山県瀬戸内市(以下、瀬戸内市)との共同により自治体によるナッジ活用事例を創出する。瀬戸内市は、厚生労働省の事業である「生涯現役促進地域連携事業（令和2年開始分）」を受託し、2020年8月に相談窓口（ゆめワークせとうち）をオープンしている。生涯現役セミナーの開催や職業体験を展開しており、利用者へのアンケートや介入の効果を検証する予定である。具体的には、行動経済学の知見【社会規範、同調効果、損失回避など】を応用し、高齢者の就労を促すメッセージを、高年齢者への郵送調査から明らかにする。対象者は、瀬戸内市に在住する55歳以上の2,000人で、ランダムに送った就労促進メッセージによって相談窓口への来場者数や就労セミナーへの参加にどのような影響が出るかを検証する。そこで得た知見は、高齢者の労働政策のほか、ボランティアなどの社会参加、健康増進や介護予防など、様々な分野に応用が期待できる。
