项目摘要

昨年度に引き続いて、石油産業におけるESG投資の影響について検討した。金融政策を考える上でも、金融市場の新しい展開を理解する上で重要であると考えたためである。基本的な発想は、ESG投資に積極的な情報発信をしている石油産業の企業が、株式市場で高いパフォーマンスを示しているかについて、検討することとした。特にESG課題に適切に対応できているかについては、評価会社のレーティングとともにサステナビリティ・レポート（あるいは統合レポート）を自然言語処理で評価する方法を試みている。現時点での結論は、ESG課題に適切に対応している石油産業の企業ほど、株式市場でのパフォーマンスが高いという結果が得られている。この内容は、“How Loud is a Soft Voice? Effects of Positive Screening of ESG Performance on the Japanese Oil Companies”というタイトルで、東京経済研究センター「金融班研究会」の夏期コンファレンス（2022年9月2日）に報告した。ここでの参加者による議論から大きな示唆を得ることができた。また、研究代表者が（独）経済産業研究所の「経済主体の異質性と日本経済の持続可能性」プロジェクトメンバーを努めているので、上記の研究内容を数回に渡って報告し、参加者との議論をすることができた。2023年度中にこの内容をRIETIのDPとしてまとめ、公表する予定である。研究分担者の竹田は、非伝統的金融政策が転換し、新しい金融政策の枠組みへ移行する状況を踏まえて、実践的な政策提言を『週刊エコノミスト』と『改革者』に寄稿した。また、大阪銀行協会の主催するフォーラムにて「わが国の物価と金融政策」というタイトルで講演を行った。このようなESG投資と金融市場の関係を踏まえた上で、金融政策の情報効果をどの用に考えるかについて、検討を進めている。
