本研究の目的は2020年に発生した新型コロナウイルス感染症拡大や緊急事態宣言に伴う経済ショック（コロナショック）が、中小企業の経営状況や資金繰りにどのような影響を与え、それに対応して中小企業がどのように資金調達を行ったのかを、大規模な企業レベルのデータベースを用いて明らかにすることである。また、2020年にコロナショックの発生に伴い拡充された中小企業向け信用保証制度についての実証分析を行うことも目的としている。ショック時の信用保証制度は資金制約に直面している中小企業の資金調達環境や資金繰りを改善する一方、リスクが高く退出すべき企業への融資を促すため、市場の新陳代謝を阻害する可能性がある。本研究では、両効果に注目し、過去の政策効果と比較しながら、コロナショック時の信用保証制度の政策評価を行う。令和4年度の主な研究の概要は以下の通りである。第一に、過去のショック（リーマンショック）に焦点を当て、中小企業の資本構成の調整について実証的に分析を行った。その結果、リーマンショック後に中小企業の資本調整機能が弱まていることを明らかにした。論文は海外査読付き雑誌Accounting and financeに受理され、公表された。第二に、リーマンショックに焦点を当て、どのような中小企業が資金繰り悪化を受けて、資金調達を積極的に行っていたのかを明らかにした。本分析結果をまとめた論文を、海外査読付き雑誌に投稿し、現在審査中である。第三にコロナショック時の中小企業の資金調達行動について分析を行った。分析結果を令和5年度中にまとめ、論文として公表する方針である。
