本研究は、20世紀前半、とくに両大戦間期のアジア・アフリカ地域の原料生産における技術の発達・移転の過程を明らかにすることを目的としている。具体的には、世界商品であった綿織物の原料である綿花を取り上げ、世界の主要な綿花生産地であったインドおよび、綿花生産が奨励されたアフリカにおける綿花政策について考察する。綿花という原料がどのように生産され確保されたのかを、品種や技術の改良・革新や技術移転の観点から考察し、技術移転の観点から20世紀前半のアジア・アフリカの経済発展過程の歴史的背景を明らかにするとともに、現代世界において原料問題に取り組むうえでの有益な指針を得ることを意図している。研究の2年目である2022年度は、昨年度に続いて両大戦間期のインドにおける綿花政策の考察に取り組んだ。具体的には、1921年に設置されたインド中央綿花委員会の活動の分析を行った。インド中央綿花委員会は、綿花栽培に関わる調査を実施し、綿花生産を促進することを目的として設置されたものであるが、今回の分析ではその活動内容のなかでもとくに農業に関わる研究活動に着目した。また、1924年に設立されたインドールの植物産業研究所の活動の分析も行った。この研究所は、綿花の生産と改良に関わるあらゆる問題を研究する機関として1924年に設立された。これらの分析を通じて、綿花生産に関わる土壌問題への取り組みを考察した。また、インド中央綿花委員会とインドールの植物産業研究所が、研究活動だけでなく、研究成果を普及させ綿花生産に適用していくための人材育成にも注力していたことを明らかにした。これらの分析内容は、2022年10月12日・13日に開催されたアジア世界史学会第5回国際会議にオンライン参加して報告した。また、この報告をもとにまとめたディスカッション・ペーパーも作成した。
