项目摘要

当該年度においては、昨年度から引き続き、①公立病院の会計・開示に関する調査と、②今後実施する分析のためのデータ収集を主に実施した。①については、以前、公立病院に勤務する大学院の学生から減損会計の適用に関する質問を受けたことから、公立病院における減損会計の適用実態に調査を行った。減損会計の適用の有無や開示内容については、注記を見る必要があるが、注記を含む病院事業会計決算書を公表している病院は少ないため、完全な形での調査にまでは至らなかったが、対象の資産やその適用方法、そして開示方法などについて確認することができ、今後減損会計の適用を検討している公立病院に対して一定の貢献はあったと考えられる。②については、今後、財務データや臨床指標（在院日数、病床稼働率）などを用いた定量分析、および公立病院が策定した改革プランに関する定性分析を行う予定としているため、それに必要なデータを昨年度から引き続き収集している。臨床指標や公立病院の改革プランについて、病院や自治体のウェブサイトから探し収集を進めているが、病院事業会計決算書、臨床指標および改革プランについては、病院のウェブサイトにはないが自治体のウェブサイトに掲載されていたり、病院・自治体によって開示していないところもあったり、またウェブサイトでは見つからないが検索サイトで検索すると見つかったりするなど、病院・自治体によって大きく差異があるため収集に時間がかなり掛かっている。
