项目摘要

本年度の主な研究成果は以下の通りである。（１）日本、ベトナムとミャンマーで働くフィリピン人教師の共通点は、①海外就労への最も大きなモチベーションは母国フィリピンとの賃金格差、②教員になるためのスキルを大学で学んでいなかった、③現地のことばが話せないことは逆にこの三カ国においては有利だと考えている、④雇用形態は「派遣」または１年間契約、⑤外国人教師としての満足度が高いなどである。一方、彼らの主に異なっている点は、海外就労の経路と在留資格、仕事の範囲、多段階的移動に対する考え、そして、コロナ禍の経済的影響などである。とりわけ、コロナ禍に関連して、日本で働くフィリピン人教師は、東南アジアでのカウンターパートやほかの職種に就いている在日フィリピン人に比べて経済的影響は少なく、また、短期間であった。一方、ベトナムやミャンマーでは、雇い止めや派遣切り、雇用者に見捨てられ帰国せざるを得ない人や困窮に陥った人たちも多く見られた。（2）研究代表者の以前の看護師の国際移動の研究では、多段階的移動を促す要因は次の就労先のより高い収入、キャリアー形成の可能性、受け入れ国の移民政策であった。本研究でこれらの要因に加えて、教師として同僚と学生に尊敬され認められることや職場での良い人間関係、そして、コロナ禍のような災害時の経済的安定が現在の就労先から次の就労国を目指すかどうかの重要な決定要因であることがわかった。これらを総合して日本は必ずしも彼らが望む最終目的地となっていない可能性がある。以上を踏まえて日本をはじめこれらの受け入れ国はポストコロナ時代においてフィリピン人教師、さらに外国人労働者にとってより魅力的な就労先となるためにどのような制度や政策が必要か、そして、フィリピン国内そのものが現在の国内教員不足問題をどう解消できるかの対応策を本研究で今後考える必要がある。
