项目摘要

本研究の目的は、自立援助ホーム制度発展のための効果的実践方策を、自立援助ホームを運営する養育者の意識的要因と、自立援助ホーム制度に関する制度的要因において分析し、提言することである。自立援助ホーム制度とは、1997年に児童自立生活援助事業として法定化された制度であり、社会的養護の措置を解除された18歳以降の自立支援を目的とする。社会的養護を必要とする児童（以降、要保護児童）は、18歳到達後は措置解除となり、自立生活能力が十分ではない場合も自立を強いられる。しかし、一定年齢に達したことで養護が終了するのは問題であり、自立までの継続的支援が必要である。自立援助ホーム制度は、18歳以降の自立支援を目的として設立されたが現在ホーム数は約220カ所程度であり、18歳以降の要保護児童のうち、ホームを利用する児童は約2割にとどまる。また多くは関東地域の大都市圏に集中しており、現状では自立援助ホーム制度は有効に機能しているとは言い難い。今年度は九州地域における3つの自立援助ホームのホーム長に対する聞き取り調査を実施し、自立援助ホーム制度発展にむけた制度的要因課題について、主に次の3点の知見を得た。第一に、自立援助ホームにおける支援は児童の社会的自立に必要かつ適切な課題（経済的自立基盤の確保や職業的規範の習得等）を統一的に策定した上で行い、これらの課題を児童が達成したとホーム長が判断するまで行う。第二に、進学支援については給付型奨学金制度や公的自立支援資金制度等を活用し、主に経済的に進学基盤を支援する。就労支援については経済的支援に加え職業選択時の相談援助等、精神的支援を行う。これらは例えば地域の就労支援事業を活用するなど、地域社会の協力を得た上で行う。第三に、自立援助ホーム制度は社会的養護措置解除後の全要保護児童のための自立支援制度として機能しうる。
