本研究の目的は、地域福祉活動を行うための財源的基盤を形成するための仕組みを北欧のモデルから考察することにある。当該年度では、デンマークでは２番目に大きい規模のボランティアの組織であるFaglige Seniorを対象にインフォーマルな活動のための財源確保の状況について現地でヒアリング調査を実施した。デンマーク労働組合連合会をはじめとする14の労働組合で組織し、当該組織の活動は労働組合運動の一部に位置付けられている。調査結果から、Faglige Seniorの活動財源の調達が次のようになされていることがわかった。①労働組合の支援：Faglige Seniorの主な活動財源の調達方法は、会員としての会費を納めてもらう必要はなく、在職または過去に在職していた労働組合が一人あたり毎年５DKKを会費として支払っている。②コミューン（市町村）からの支援：Faglige Seniorの地方支部が置かれているコミューンから会員の人数に応じた負担金が支払われている。③公的資金からの寄付：宝くじ協会から年間1,000万DKKが配分されている。また、複数の労働組合で設置する企業基金から年間350万DKKが配分されている。④独自の資金調達：高齢者ハンドブックの販売収益とHPのバナー広告の収益が年間150万DKKある。Faglige Seniorではデジタルプログラムに力を入れていて専任のデジタルコンサルタントの担当職員を配置していることもあり、185,000件のメーリングリストの登録数がある。デンマークでは2013年に中央政府により「ボランティア憲章」が発布され、地方自治体も2015年末までに「自治体のボランティア憲章」を策定していることが背景にあり、自治体が国民・市民のボランティア活動を支えていることがわかった。
