2年目では、新型コロナウイルスがようやく収束の兆しをみせてきたものの、感染リスクは依然残ったままであり、実地調査に踏み切ることができなかった。当初案では、保険料所得段階別人数表に基づいて、所得と介護ニーズの相関関係を明らかにし、ロジスティック回帰分析を行うことであった。この解析を踏まえて、要支援・要介護の予防プログラムの開発に向けて、ソーシャルワーカーや民生委員にヒアリングを行う予定であった。しかしながら対面の調査はまだ困難と判断し、既存の資料を中心にして研究調査を進めざるを得なかった。文献研究では、神奈川県大和市の低栄養状態にある高齢者へのアウトリーチ型栄養指導に関する資料を精査した。栄養学からのアプローチではあるものの、大和市の栄養指導の効果が介護保険費や医療費の低減に効果を発揮していることが分かった。また同市の地区診断も重要で、食料品店舗が少ない地区に低栄養が偏重しており、地理的な要因がフレイルと関係あることもわかった。次に、都市の低所得単身高齢者に孤立対策を援用して、調査に幅を持たせることにした。独居高齢者は、生活意欲の低下、消費者トラブル、孤独死、認知症の進行のリスクを抱えがちである。本研究のテーマは底流で孤独・孤立とかかわることから、孤独対策のパースペクティブを活かしていきたい。研究会活動では、英国の研究者と日英合同研究会を開催した。日時は2023年3月22日(日本時間)午後7時からの約2時間であった。英国の参加者はノッティンガム大学クリスチャン・ポロック教授、ノッティンガム・トレント大学アルドレッド・パム教授、元上級講師クリス・ダーキン氏であった。日本側は元関西学院大学教授山本隆らであった。この詳細は『ローカル・ガバナンス研究 ナンバー2』(2023年3月31日発行 ISSN 2758-0660)で記載している。
